The explanatory note to the document explains that fees for travelling on Russian roads will be introduced for those foreign carriers whose governments will start collecting fees from Russian carriers for driving on their roads accordingly.
The decree implies the inclusion of Latvia and Lithuania to the list of countries subject to the payment of road fees (these two countries were exempted from such payments based on the bilateral agreement dating from 1992-1993).
At the end of December, Lithuania started collecting road fees from Russian carriers in the amount of 11 Euro per day and 57 Euro per week. Rimantas Sinkevičius, the Minister of Transport and Communication of Lithuania, declared that fees for Russian carriers were introduced in response to charges taken since November 15 from foreign heavy haulers, including Lithuanian carriers, for travelling on Russian federal roads.
According to the Decree, the list of countries subject to the payment of fees for travelling on Russian roads includes Austria, Belgium, Bulgaria, Hungary, Germany (from the 22nd day of stay on the territory of the Russian Federation), Denmark, Luxembourg, the Netherlands, Poland, Romania, Slovakia, Turkmenistan, the Czech Republic, Switzerland and Sweden.
New road fees for travelling on the territory of the Russian Federation have increased twice and are as follows (in Russian rubles):
- 120 thousand rubles per year (with 60 thousand rubles before)
- 10 thousand rubles per month (with 5 thousand rubles before)
- 2.5 thousand rubles per week (with 1.154 thousand rubles before)
- 850 rubles per day (with 385 rubles before)
